Why We Exist
According to the Uganda Bureau of Statistics (2021), 41% of the population in Uganda live below the poverty line, with many earning little to no income. Additionally, 12.3% of children are orphans, making them particularly susceptible to various life risks.
Usira Charity Foundation was established to bridge this gap by providing support to vulnerable communities in Uganda.

A Mother's Choice in Block 4
Every morning before sunrise, 28-year-old Amina stands in line at the solar water pump in Kiryandongo's Ranch 37. She holds two yellow jerrycans and the hands of her four-year-old twin daughters, who fled violent clashes in Khartoum just four months ago.
After walking hundreds of kilometres to find safety in Uganda, Amina thought the hardest part of their journey was behind them. But today, safety comes with a different kind of trial. Recent global funding shortfalls have forced humanitarian agencies in Uganda to slice food aid to historic lows — families in Kiryandongo now survive on as little as 22% to 40% of standard daily rations, amounting to less than €3 per person, per month. For Amina, that means dividing one bowl of sorghum porridge between two growing girls and skipping her own meal entirely.

A Classroom Without Walls
When the rains come, lessons at New Horizons Primary stop. The roof holds, mostly, but there are no walls to keep the water and wind out, so pupils huddle their exercise books under the driest patch of shelter they can find and wait for the downpour to pass. On a good day, 300 children still learn here — sharing scarce textbooks, sitting on the floor when the benches run out, and walking home to fetch water because there is no safe point to draw it from on site.
Teachers describe a school that has simply outgrown its building. There is no library, no separate latrine block for girls, and no space to expand enrollment even though families in the area are asking for more places. What the community lacks is not the will to educate its children — it's a building that can hold them.
Faith in Action: Knowledge as a Trust
Islam places the pursuit and provision of knowledge among its highest callings. The Prophet Muhammad (ﷺ) taught:
"Seeking knowledge is an obligation upon every Muslim."

4Donations, Financial Transactions & Refunds
4.1 Financial Integrity — All contributions made through our Site (via Mobile Money, credit/debit card gateways, or bank transfers) are intended for legitimate charitable initiatives. Payments are processed through secure, PCI-DSS-compliant payment providers.
4.2 Fund Allocation & Reallocation — Donations made toward specific campaign tracks (e.g. vocational sponsorship, clean water, orphan care, emergency food relief) are allocated accordingly. If a designated project becomes fully funded, or field conditions prevent implementation, we reserve the right to reallocate surplus funds to the most urgent humanitarian need.

Every contribution is treated as a sacred trust. Here's how refund requests are reviewed and processed.
1Overview & General Policy Statement
At Usira Charity Foundation, every financial contribution is treated as a sacred trust. Because charitable donations are immediately committed to ongoing field activities, community relief, and project operations, donations are generally non-refundable. However, we recognize that exceptional circumstances — such as technical glitches or inadvertent duplicate transactions — can occur. This policy outlines the conditions under which refund requests may be evaluated and processed.
2Eligible Circumstances for a Refund
We will review and process refund requests under the following specific circumstances:
Duplicate Transactions
An accidental double submission resulting in multiple charges for a single intended contribution.
Technical System Glitch
Payment gateway or processing errors that result in an incorrect amount being charged.
Unauthorized Card / Account Use
Fraudulent or unauthorized use of a donor's payment card or Mobile Money account, provided it is verified and reported by the financial institution.
3Refund Request Requirements & Timeline

Notice window from transaction date
All refund claims must be submitted in writing to info@usirauganda.org within 14 calendar days from the transaction date. Requests submitted beyond this period cannot be processed, as funds will have already been deployed to active field programs.
When submitting a refund request, please include the following details to ensure prompt processing:

4Processing & Method of Refund
Once a refund request is approved:
Original Payment Method
Refunds are processed back to the original payment method used during the transaction (Mobile Money account, credit card, or bank account).
5–10 Business Days
Standard processing times range between 5 to 10 business days depending on your financial institution or payment gateway operator.
Gateway Fees
Any transaction or processing fees levied by third-party payment gateways may be deducted from the refunded amount where applicable.
5Designation & Allocation of Funds
Donations contributed toward specific campaign tracks (such as vocational training, emergency food distribution, clean water wells, or orphan support) are directed to those respective projects. If a designated project becomes fully funded or cannot proceed due to field constraints, Usira Charity Foundation reserves the right to reallocate surplus funds to the nearest urgent humanitarian need.
Reallocation of project funds under these conditions does not constitute grounds for a refund.

Why It Matters
One bad week shouldn't end a livelihood.
Across rural and peri-urban Uganda, market traders — often mothers — sell what little they have from open-air stalls exposed to the weather. A single shock, a hospital bill, a spoiled harvest, can wipe out weeks of earnings and trap a family in a cycle it can't save its way out of.
Zakat exists to break that cycle. It's a structural right the Qur'an assigns to the poor and needy (9:60) — not a favour, but an obligation designed to move people from surviving day to day into lasting self-sufficiency.

A note on Hawl
Your wealth only becomes Zakatable once it has stayed at or above the Nisab for one full Islamic (lunar) year. Track the date it first crossed the threshold — that anniversary is your Zakat due date each year.

Evaluate Thresholds (Nisab & Hawl)
Nisab: the baseline net worth required before Zakat becomes mandatory — the current market value of 87.48 grams of gold or 612.36 grams of silver. The silver standard is widely used as the lower, more inclusive baseline. Hawl: your asset base must stay at or above the Nisab continuously for one full Islamic lunar year.

Let A = total Zakat-eligible liquid assets (cash, investment portfolios, crypto holdings, trade-inventory wholesale value, and verifiable outstanding loans owed to you). Let D = short-term liabilities (immediate utility balances, this month's rent/mortgage instalment, and commercial invoices due right now).

If (A − D) meets or exceeds your Nisab valuation, the amount owed is exactly 2.5% of that net balance:

Eligibility to Pay
Who must pay Zakat?
Four conditions determine whether Zakat is due on your wealth this year.
01Faith & capacity
Muslim, Adult, Sane
Zakat is obligatory on every Muslim who has reached puberty (Baligh) and is of sound mind.
02Nisab threshold
Wealth Above the Nisab
Your total qualifying wealth must meet or exceed the minimum threshold — commonly benchmarked at approximately 87.48g of gold or 612.36g of silver in value.
03Full lunar year
The Hawl Has Passed
The wealth must have remained at or above the Nisab for one full Islamic (lunar) year.
04Free & clear
Net of Essential Debts
Immediate debts and essential living costs due can be deducted from your wealth before calculating what is Zakatable.
Al-Asnaf ath-Thamaniyah
The 8 categories who receive Zakat.
The Qur'an (9:60) names exactly eight groups eligible to receive Zakat funds. USIRA verifies recipients against these categories before any disbursement.
Al-Fuqara — The Poor
Those with little to no income or means of subsistence.
Al-Masakin — The Needy
Those who have some means but not enough to meet basic needs.
Al-Amilina Alayha — Zakat Administrators
Those appointed to collect, manage, and distribute Zakat funds.
Al-Mu'allafati Qulubuhum — Reconciled Hearts
New Muslims and others whose hearts are being drawn closer to the faith.
Fir-Riqab — Freeing the Captive
Historically the freeing of slaves; today applied to freeing people from bondage and unjust captivity.
Al-Gharimin — Those in Debt
People burdened by debt incurred for legitimate, necessary reasons.
Fi Sabilillah — In the Path of Allah
Efforts and causes that serve and defend the community and the faith.
Ibn as-Sabil — The Stranded Traveler
Travelers cut off from their resources while away from home, regardless of their wealth otherwise.
Beyond Cash Savings
Working out trickier assets.
Most Zakat is straightforward — cash, gold, and business stock. These three cases trip people up most often.
Business & Enterprise Assets
Fixed assets like shop premises, machinery, and vehicles aren't Zakatable. Cash reserves, receivables, and inventory held for resale are.
Shares & Crypto
Crypto and shares held for active trading are Zakatable at full market value. Long-term shares held for dividends are typically assessed at around 25% of value, reflecting the company's liquid assets.
Pensions & Retirement Accounts
If your pension is fully locked until retirement, Zakat is deferred until you can access it. If it's withdrawable now (even with a penalty), Zakat applies to the net amount you could actually withdraw.
